Another option:
All customers could voluntarily reduce and limit their use of plastic and paper store bags, unless they were absolutely necessary or more feasible than the alternative (for example, one person I know uses cloth bags most of the time, and once in a while gets plastic bags to reuse as trash liners).
Stores would then purchase fewer plastic and paper bags, and could possibly put some of their savings towards complimentary reusable bags (or bags given out after a certain purchase level).
Result: A win-win situation, with no law necessary.
I suppose it's not realistic to expect, and we'll have to utilize laws plus the carrot and/or stick approach to behavior modification, but it was pleasant to imagine possible.
